pymecab-ko v1.0.2 has been released with Apple Silicon support and compatibility for Python versions up to 3.13. This PR updates pyproject.toml to use pymecab-ko v1.0.2.
Since we previously disabled tests on Apple Silicon Mac and Python 3.12 in #266, this PR also reverts those changes to re-enable testing on these platforms.
