[WIP] Experimental recorder branch

This is an experimental branch containing the work done to allow in-vehicle recording using the zenoh/mcap infrastructure:

• MAVLink Codec: wip2 branch.
• BlueOS Recorder: camera_recording_gate branch.
• MAVLink Server: wip4d branch.

I'm opening it so anyone can try it, study the performance, and compare it with the current master.

Relates to #3558.

Test #1

Conditions:

• Pi 4 w/ 2GB RAM
• This branch on Bullseye
• 16Mbps 4K 30 FPS H264 stream
• Cockpit Lite recording via WebRTC (~1.4GB of RAM after 8 hours)
• 128GB SD card

Resources:

• network: 16Mbps
• memory: ~60%
• CPU: ~40%
• temperature: ~63°C
• disk use: 48%, ~5MBps from the widget, but the file growth is actually ~2MBps
• mcap: ~42GB after 8h

Procesesses:

• mavlink-camera-manager: ~36% CPU
• ardupilot: ~35%
• mavlink_server: ~10%
• blueos-recorder: ~10%
• zenohd: ~8%

Note: without the video recording, the file growth is around ~2KBps.
