JIT transforms currently use separate column wrappers and access rules for operations already supported by column device views.
Maintaining these parallel implementations duplicates logic and makes it easier for JIT and non-JIT behavior to diverge as column types evolve. Moving element accessors from JIT into the column view types gives both paths a shared implementation and reduces the work needed to maintain consistent behavior.
repr_element makes access to the stored representation explicit and allows cuDF to have a common representation across JIT and non-JIT code. They let callers express the access they need through the same column view interface, without relying on JIT-specific wrappers.
The JIT transform kernel and column element accessors are also now used in pre-compiled kernels #23981, making it imperative to factor this out of JIT-only machinery.
This pull request:
Merges the custom mutable-string and raw-storage device-view wrappers' element operations into the core column device views.
Adds repr_element for treating types by their byte representations. This is necessary for string_view array output that is not Arrow-encoded.

Reconcile source-type reflection and table mappings with core device-view
accessors. Preserve decoded dictionary and string UDF value types, and
normalize default column indices to the accessor's int32_t type.
Add regression coverage for equivalent mappings, invalid mappings,
CUDA/PTX/LTO type selection, UDF signatures, and storage-derived specs.
Keep four-parameter kernel accessors and mutable string outputs while
aligning precompiled fragment names with signed runtime indices.
Verify all 61 precompiled fixed-width and string configurations against
runtime reflection to prevent silent fallback to JIT compilation.
Transform reflection and output-storage wrappers currently live inside `transform.cu.`
They have been moved into another header to allow them to be reused for other JIT implementations like `filter_join_indices` and `reduce` (#24445 )

Keep noncanonical BOOL8 bytes out of repr_element<bool> reads.
repr_element<T> documents bool as a supported underlying type. If a valid BOOL8 element stores 2, this accessor loads that byte as bool. The adjacent element<bool> overload reads a byte first because loading a noncanonical bool is undefined behavior. Use repr_element<uint8_t> for raw BOOL8 storage, and reject repr_element<bool> or return a normalized value. Apply the same rule to the mutable raw accessor. (raw.githubusercontent.com)

Update the const and mutable raw accessors around repr_element so BOOL8 storage
is never loaded directly as bool; reject repr_element<bool> or read through
uint8_t and normalize the result. Keep raw BOOL8 access available through

Retain separate element and value reflection while applying cuDF concepts to each dispatcher. Use the optional value type for null-aware output defaults so repr_element tags remain distinct from stored values, with a nullable string-output regression test.
