Changelog Description
Create Conda package of the launcher for windows and linux using GH actions on release.
Additional info
Conda packages are used mainly by workers on Deadline Cloud - this PR is automating the process of building and uploading Conda packages to S3 bucket that servers as Conda channel.
Testing notes:
This needs some additional setup, mainly S3 credentials so there is not much to test right now.
