Enable security checks for the public repository:

• Add CodeQL analysis for Go and JavaScript/TypeScript
• Add Dependency Review, failing on high-severity vulnerabilities
• Pin workflow actions to full commit SHAs
• Enable Secret Scanning Push Protection, Dependabot alerts, and Dependabot security updates at the repository level

CodeQL runs on a weekly schedule only. Dependency Review runs on pull requests. Please merge after the required checks pass, or use the administrator override when appropriate.
