Fix application attributes dropped from runtime application events

Purpose

The Adapter discarded application attributes when handling APPLICATION_CREATE/APPLICATION_UPDATE events, so the applicationAttributes claim was missing from the backend JWT until an Adapter restart re-pulled applications from the control plane. This propagates the attributes already carried on the event.
