Add Spotlight documentation to drupal.webtheme website #1320

With the addition of the new Spotlight paragraph and the updates to the Spotlight content type, the documentation on drupal.webtheme should be updated with information on how to use them.

Additionally, wording should be added to both the content type and paragraph describing when to use one over the other. When should someone use the Spotlight content type vs the paragraph?
