We have 512 lines of conventions in .claude/rules/ and nothing at the root, and CLAUDE.md never points at them. So the Standards axis may be running on the Fowler smell baseline alone.
Make them discoverable. Decide whether CODING_STANDARDS.md at the root points at .claude/rules/ or replaces it. One source, not two.
