Deliver the CI toolset review requested in #121, covering formatting/linting, coverage, automated reporting, runner hardening and secret detection. Compare appropriate options using primary documentation and inspected UXL workflows, and distinguish observed usage from untested candidates.

Link the review from the security and CI setup guides. No project tools are installed, no settings change, and this is not a benchmark or an organization-wide mandate. Project-specific implementation and validation tasks remain separate.

Closes #121 as a published tool review.

Validation: current oneDPL and oneTBB workflow configurations inspected; successful oneTBB Python/C++ analysis evidence linked; primary upstream references checked; local links, structure and whitespace checks pass. Required GitHub checks must pass before merge. PDFs unchanged.

The user authorized continued work and merging after checks. Use the existing administrator review exception; this is not independent CODEOWNER approval.
