Mark the Image SIG retired following its lead John Melonakos's explicit confirmation. Label the foundation directory entry, use past tense for leadership, and point readers to active groups and the dynamic specification.
Preserve the historical remit, plans, meeting announcement and archive link. September 10, 2026 is identified as the confirmation date, not an invented retirement date. This change describes the SIG only and does not retire any project implementation.
Validation: local file/section links, document structure and whitespace checks pass. PDFs unchanged. Required GitHub checks must pass before merge.
