Add an on-demand external documentation link review. The report distinguishes missing pages from restricted/bot-blocked responses and transient failures, excludes restricted recording links and PDF attachments, and remains outside required PR checks. Document how maintainers run it.
Validation: local structure and file-link checks pass; all eight unit tests pass. Live report checked 57 guidance/index URLs, finding access restrictions and one unverified site but no 404/410 responses.
The user explicitly authorized continued pushing and merging. An administrator merge may satisfy the separate-review requirement after automated checks pass; it is not an independent CODEOWNER approval. PDFs are unchanged.
