Similar to how the PROTOC env variable is read to specify the compiler, please expose something like PROTO_FLAGS to allow passing additional flags. I have come across this need when trying to compile some intermediary tests in tonic, etc. which needed the --experimental_allow_proto3_optional set in the tests. This seems to be protobuf version dependent because this is not needed when compiling on Fedora, but it is needed for Epel9.
I have tried to hack around with PROTOC (to pass the additional flags in there), but that does not work, so a dedicated variable seems to be needed.
