feat(cli): expose deployment scaling policies

• add CLI flags for deployment scale-up/scale-down autoscaling policies and select-policy controls
• support update-mask based clearing/resetting of nested autoscaling policies/selectors
• add focused builder and beta endpoint deploy/update CLI coverage
