- Added a new workflow file for dispatching Infra-v2. - Updated Thunderstore app workflows to utilize the new dispatch workflow. - Removed the old deploy workflow as part of the cleanup process. - Bumped the python-packages subproject hash.
…workflows - Updated the pre-release and release workflows to run on `ubuntu-latest`. - Replaced the previous dispatch method with GitHub CLI commands for triggering the respective workflows. - Removed unnecessary permissions and simplified the job configuration.

Necessary modifications to build pipeline so that secrets can be pulled from Pulumi ESC. Only touches "tag" pipeline for now. When tested successfully "pre-release" and "release" pipelines will be added.
