These changes are aimed at making execution on 100,000's genome practical. The main bottleneck here is the per-genome processes.
Here we batch per-genome processes to limit intermediate file generation, curb compute overhead from spinning too many process tasks, as well as reducing turnaround time due to likely waiting forever to get that many jobs submitted.
