feat: add range-first chunked log scan APIs

Summary

• Add a finite RangeBounds normalizer for chunked log scans
• Add EventScanner::scan_range, EventScanner::scan_with_handler_range, and fetch_logs_chunked_range
• Stamp per-chunk filters with Alloy Filter::select(start..=end) while preserving existing start/end APIs
• Add tests for inclusive/exclusive bounds, open-ended rejection, empty/inverted ranges, u64::MAX termination, and start/end compatibility
• Update REUSE/SPDX metadata with 2026 Joseph Livesey copyright on touched files
