This PR was published to npm with the version 7.4.1-pr.1863.1 (dist-tag pr).
e.g. npm install @stacks/common@7.4.1-pr.1863.1 --save-exact

removes lerna
switches to changesets
update ci to auto release again (broken since move to stx labs)
