Code — startup-migration block 0119: resyncs the
german-company-datadependency_healthsuite's input from{"company_name":"Google"}(correctly refused, so the suite never measured availability) to the manifest's{"company_name":"SAP SE"}. The last of DQ-33's six registries; same pattern as 0114–0116. Value verified in production: the capability's liveschema_checksuite holding exactly SAP SE passed on 2026-10-07. One row, ledger-guarded; ledger row M062 + known_overlaps notes. Tests: +5 cases instartup-migrations.test.ts(176/176), discriminating (function absent / max block number 118 pre-fix). Root typecheck,migrations:check,migrations:testgreen.Deploy dependency (DEC-20260504-C):
runStartupMigrations()at boot. Bulk-operation protocol: one row, not a resumption event. Post-deploy check queued for the next session.Review: independent same-provider review in a separate context (fresh read-only agent): PASS on all five checks. No Codex-register row (DEC-20260910-A).
