Summary
This PR adds a High-Level Design for manageability on a Single Instance (SI) centralized VoQ modular chassis.
The document describes how operators and automation interact with a Supervisor-only management surface while line cards run reduced local stacks for forwarding and platform functions. It builds on the parent centralized VoQ chassis architecture in #2392 and covers:
