Hi, how is this supposed to be used? I am not a Mac OS user and don't understand the purpose it serves

The documentation is included in this PR. See: https://initialcharge.net/2021/02/shaarli-shortcut/

It is basically a shortcut that can be used on iOS and lives in the share menu. You open a url in your webbrowser, click on the share button and it will appear as option to save the URL in shaarli. It's quite handy and I use it for years. You can customize it to your own instance URL and no app is required.

This is great but iOS ruins it a little, because it always asks for permission to send data to the website. Is there a way to see the code of the shortcut?

Simply download the shortcut and inspect it in the shortcuts app:
