In #699, the deps were updated using python=3.12.
This included sphinx=9.1 which does not exist on py311.
This was missed in CI because to build the docs, CI actually uses the
.buildconfig/ci-linux.ymlenv and installs from conda.This PR reverts to sphinx=9.0
