Document GRE mesh networking

Description

The GRE mesh option appeared only in CLI help excerpts. Add a Networking page explaining why and how to trunk experiment VLANs across multiple minimega hosts using OVS Layer 2 GRE tunnels, with links from Experiments and Settings.

Cover creation and existing-experiment configuration, server inheritance, default-bridge scope, physical-path MTU headroom, fragmentation, and connectivity checks.

Additional Notes

Documentation only; the code-comment item is not applicable. Reviewed behavior against the local phēnix implementation and linked official minimega, OVS, and GRE fragmentation references. No changes were made to sceptre-phenix.

Validation: repository-wide make lint, strict mkdocs build, Conventional Commit validation, and git diff --check passed. The existing prek configuration emits an ignored auto_update key warning. No live multi-node experiment was run.

One Conventional Commit, rebased on upstream/main.
