The phēnix documentation moved from the now-archived sceptre-phenix-docs repository into the docs/ directory of sceptre-phenix. Point the app documentation source and the paired-PR guidance there, fix the minimega API docs link, which returned 404, and drop the CLAUDE.md symlink, since AGENTS.md is the only agent instruction file now.
