ci: meat reading-diff comment on PRs

Adds a GitHub Actions workflow that runs meat on every PR and posts an abridged reading diff as a comment — mechanical noise elided, behavior-bearing changes kept.

Setup required before it can run:

gh secret set ANTHROPIC_API_KEY -R rohansx/leadecho

The workflow fails loudly with a clear message if the secret is missing. Since pull_request workflows run from the PR head, this very PR will demo the output once the secret is set (re-run the failed job or push any commit).
