Scope: Phase 4 / Part 2 — GitHub Action website integration

Add the separately maintained Complexity Analysis Action as the fourth integration path in the bilingual Astro + Starlight documentation portal.

Website

• Introduce dedicated English and Brazilian Portuguese pages at /action/ and /pt-br/action/.
• Present the Action alongside Roslyn Analyzer, CLI, and MCP on the homepage, with responsive four-product cards and dedicated CTAs.
• Add a GitHub Action sidebar section with source-synchronized action/reference/ pages in both languages.
• Update the product chooser, ecosystem overview, quick installation, manual-CLI GitHub Actions guides, portal descriptions, and structured SoftwareSourceCode metadata.
• Clarify that the Action uses the published CLI; quality gates and PR regressions are different checks; unknown/incomparable evidence is not a proven regression.
• Preserve strict read-only PR analysis by default and explain security limitations for privileged publishing.

Release truth and scope

• Clearly label Action v1.0.0, v1, and Marketplace listing as not published until verified.
• Show a deliberately non-executable SHA placeholder for pre-release evaluation; no invented tags or live Marketplace URLs.
• Do not change the Action itself, NuGet dependencies, release workflows, or publish the portal.

Validation

• Extend required bilingual route checks to include action/ and action/reference/.
• Extend source-sync tests for EN/PT-BR Action references and rewritten CLI links.
• Confirmed existing source docs, new editorial pages, new routes and four homepage cards are connected.
• CI should run site checks, build, routes, links, SEO, accessibility and Lighthouse as configured.

PR dependency

Stacked on Phase 4 / Part 1 documentation PR #131 because the generated Action reference reads docs/en/github-action.md and docs/pt-BR/github-action.md. Merge #131 first, then retarget this PR to main or merge in dependency order.
