Create Starboard feature

A starboard is a collection of messages that people have found funny, interesting, useful etc. Messages reacted to with a star emoji (⭐) above a threshold should be cross posted into a #starboard channel.

Definition of Done

• Slash command configurable threshold for starboard messages
• Discord rich embed for starred messages with a link to the original message
• Stars added to the message in the #starboard channel should also increment the stargazer count
