A convenience layer over lori's UDP socket, following the TCP notifier pattern. One trait (UDPSocketNotify) and one actor (UDPSocket) cover UDP without any actor boilerplate. send_to is synchronous from callbacks so the caller can act on the result. write_to is a fire-and-forget behavior for sending from other actors. Design: #384
