config: add ASCIT31/Dark-Moon to security tool and web scanner collections

Summary

Adds ASCIT31/Dark-Moon to two existing collections, one line each, appended at the end of items:

• configs/collections/10051.security-tool.yml (Security Tool)
• configs/collections/10082.web-scanner.yml (Web Scanner)

Darkmoon is an open source (GPL-3.0) autonomous AI penetration testing platform: an LLM orchestrates specialist agents and offensive tools over MCP, can run on a local model, and proves each finding with a real exploit. The engine and CLI are the open source part (SARIF and JSON output, GitHub Action ASCIT31/darkmoon-action). It scans web applications and APIs, so it sits alongside zaproxy, nuclei and sqlmap in these collections. The repository is public, active and has about 1k stars.

Checks

• Name format matches REPO_NAME_RE and the repo exists and is not renamed (ASCIT31/Dark-Moon).
• No duplicate items; both files still parse with the same simple YAML parser the loader uses, and the existing indentation style of each file is preserved.
• Not present in any other collection under configs/collections.
• Only the two files above are touched; PR title follows the config: scope convention from CONTRIBUTING.
