Add an initial part of patchoulene, namely a Git hook to insert Change-Id trailers to Git commit messages if no other identifier could be found. This allows for tracking openRuyi-internal patches and patches picked from vendors. (Yes, this fails checkpatch. If you don't like that you can use a prefix like Ruyi-Change-Id.)
