Mocha 12 requires Node 20.19 or newer and fails to start under the Node 18 runtime used by CI. Advance the shared NVM and Actions runtime pin so the upgraded test stack can load its ESM modules. Signed-off-by: Ben Hale <nebhale@nebhale.com>
