Summary

  • Adds a value-prop overview document for the Skills Registry aimed at product managers and non-technical stakeholders
  • Covers governance, discoverability, versioning, tracing, harness-agnostic installation, reproducibility, and the extended bundles extension
  • No code, CLI commands, or API details; links to PR #26 (RFC-0008) and PR #27 (RFC-0009) for the full technical design

Test plan

  • Read through for jargon leaks (no VARCHAR, entrypoint, subpath, etc.)
  • Confirm links to PRs 26 and 27 resolve correctly
  • Verify document reads well for a non-technical audience
