RTL issue with block outline during drag from toolbox in Arabic

[microbit-matt-hillsdon]

During the drag the yellow outline is offset from the block, mirrored to the right.

After the drop the outline is correct.

I noticed this when reviewing the new Arabic translation for micro:bit classroom but this seems also to have been spotted and fixed in Blockly via RaspberryPiFoundation/blockly#10152
