Fail fresh installs when eBPFCore is already registered unless FORCE=1 is supplied. Force installs stop services in dependency order, reconfigure existing driver paths, and restore prior configuration on rollback. Co-authored-by: Copilot App <223556219+Copilot@users.noreply.github.com>
