Part of resolving metadatastician/metadatastician-governance#30 (CI-Health report, 2026-10-13).

What was wrong

GitHub refuses a run at startup (startup_failure, zero jobs) when a workflow uses: ref is not recorded literally under that workflow in .github/workflows/actions.lock. Dependabot bumps uses: lines but cannot write the lock, so every bump re-breaks it.

Literal check on main (owner/repo case-folded, @ref exact; job-level reusable-workflow calls excluded, see standards#969):

FAIL .github/workflows/codeql.yml
    missing: github/codeql-action@v4.38.2
    stale: github/codeql-action@v4.38.1
FAIL .github/workflows/oikosbot.yml
    missing: github/codeql-action@v4.38.2
    stale: github/codeql-action@v4.38.1
FAIL .github/workflows/push-email-notify.yml
    missing: hyperpolymath/smtp-notify-action@v0.5.0
    stale: hyperpolymath/smtp-notify-action@v0.3.0

What this changes

  • actions.lock only ( 1 file changed, 9 insertions(+), 51 deletions(-)), regenerated by gh actions-lock v0.1.6 with --no-migrate-local-actions --no-narrow, for the drifted workflows only.
  • Workflow YAML is byte-for-byte unchanged. The generator rewrites @<sha> # vX to @vX when it sees the version comment, so the comment was hidden for the run and the YAML then restored. SHA pins stay SHA pins, and the lock records them literally (D38: regenerate the lock, then pin).
  • Records no workflow uses any more are pruned by the generator.

Verification (local)

  • Literal check after: clean (exit 0)
  • Lock self-consistency (every ref has a record, every transitive pin is recorded): ok refs=16 records=10 orphans=0
  • gh actions-lock --no-fix: passes

The repo's own lock-sync gate in CI is the authority.

GitHub refuses a run at startup when a workflow uses: ref is not
recorded literally under that workflow in actions.lock (Dependabot
bumps uses: and cannot write the lock). CI-Health report
metadatastician/metadatastician-governance#30 flagged this repo.

Regenerated with gh actions-lock v0.1.6 (--no-migrate-local-actions
--no-narrow) for the drifted workflows only. Workflow YAML is
byte-for-byte unchanged: SHA pins stay SHA pins and the lock now
records them literally (D38: regenerate the lock, then pin).

Important

Review skipped

Review was skipped due to path filters

⛔ Files ignored due to path filters: 1
  • .github/workflows/actions.lock is excluded by !**/*.lock

CodeRabbit blocks several paths by default. You can override this behavior by explicitly including those paths in the path filters. For example, including **/dist/** will override the default block on the dist directory, by removing the pattern from both the lists.
