tools/publish-wiki.mjs builds the GitHub wiki from docs/wiki/: it
flattens the tree, inlines include::, rewrites page links to page names,
points links outside docs/wiki/ at the repository, publishes _Navigation
as _Sidebar, and stamps each page with its source file and commit. It
refuses missing links and includes, duplicate page names and links that
leave the repository. Tested in tests/publish-wiki.test.js.
Docs: Home's canonical-source rule now describes the mirror; DEBT D2
cleared; RELEASE-CRITERIA D2 and A1 to partial. A1 records the owner's
2026-10-06 run ("it works, on read and write at least") with its scope.

The first publish wrote .adoc pages and the wiki listed none of them (curl of /wiki/_pages: 0 page links; asciidoctor/asciidoctor's wiki, which uses .asciidoc, lists its pages).
