Summary

This PR deletes package.k9, a 20-line "Must-Just-Nickel" manifest that nothing in the repo reads, and clears DEBT D4.

• No code, script, workflow or Justfile reads the file. It was the only .k9 file in the tree.
• Its just build target named a recipe that had already been deleted.
• D4 offered three ways to clear it: wire it into CI, mark it as declaration-only, or delete it. This PR takes the smallest, deletion, at the owner's request.

References that went with it:

• dust probe (version drift): dropped package.k9 from its grep. With the file gone, grep would exit 2, and the probe's leading ! would turn that into a pass that checks nothing.
• must.ncl, chora deed: removed the package.k9 sentence and the (supersedes …) entry, and rewrote the neurosym comment.
• AGENTS.md, wiki Architecture.adoc (table row), AUDIT.adoc: removed the references or reworded them in the past tense.
• DEBT.adoc: D4 is marked CLEARED 2026-10-06, with its evidence. The grep shown as evidence for L1 no longer names a file that has gone.
• CHANGELOG.md: added an Unreleased → Removed entry.

Closes # — no issue; this clears DEBT D4.

• Dust probe mutant: I ran the new run line on the clean tree (rc 0), then with V="0.1.0" planted in progblocks-launcher.sh (rc 1, caught). I reverted the plant and checked it was gone with git diff --quiet.
• git grep -n package.k9: the remaining hits are all history-tense lines in the CHANGELOG, DEBT, AUDIT, the deed comment, the dust description and RELEASE-CRITERIA T2.
• Independence: git grep -niE 'berry|a2ml' src/ finds nothing.

Checklist

• My commits are signed: a good ED25519 signature on dd297ea.
• I ran the project's own checks locally (tests, probes), and they pass.
• New files carry the correct SPDX identifier: there are no new files; this PR only deletes and edits.
