fix(ci): repair unparseable actions.lock — all workflows have been startup_failure since #16 - #19

…in the wrong section
`.github/workflows/secret-scanner.yml: []` was hand-added under the
`dependencies:` key instead of `workflows:`. The lockfile parser expects a
mapping there, got a sequence, and rejected the whole file:
line 34: cannot unmarshal !!seq into lockfile.Action
An unparseable lockfile fails workflow startup for the entire repository, which
is why every run has been startup_failure since PR #16 added the secret scanner
on 2026-08-05. The error is invisible to `gh pr checks` — a parse-rejected
workflow produces no check run at all — so use `gh run list`.
The entry itself is legitimate and must stay: secret-scanner.yml only calls a
reusable workflow, which gh actions-lock does not scope, so the caller entry is
hand-authored. Confirmed it survives regeneration.
Also in this commit, both from running the tool:
- lockfile was stale after the dependabot codeql bump in #17 (4.37.4 vs the
workflow's 4.37.5); regenerated
- the tool inserts its marker at line 1 on every run, which duplicated the
marker in codeql.yml and displaced the SPDX identifier from line 1 in two
files; deduplicated and reordered so SPDX is line 1, marker line 2
Verified: gh actions-lock --verify-local reports all 3 workflows covered; all
three files parse as YAML.

All CI on this repository has been dead since 2026-08-05. Not a platform outage this time — a malformed lockfile.
Root cause
.github/workflows/actions.lockcarried the secret-scanner's caller entry under the wrong key:The parser expects action mappings under
dependencies:and got a sequence:An unparseable lockfile fails startup for every workflow in the repo, not just the one named. That is why runs have been
startup_failuresince #16 landed.The entry is legitimate and stays —
secret-scanner.ymlonly calls a reusable workflow, whichgh actions-lockdoes not scope, so its caller entry is hand-authored. It has been moved into theworkflows:block and confirmed to survive regeneration. Also fixed, both surfaced by running the tool
# This workflow is managed by gh actions-lock.at line 1 on every run — it had duplicated the marker incodeql.ymland pushed the SPDX identifier off line 1 in two files (the estate lint reads line 1 only). Deduplicated; SPDX restored to line 1, marker to line 2.Verification
Not a draft — this unblocks everything else. Diagnostic note for the estate:
gh pr checksshows nothing for a parse-rejected workflow; usegh run list. Worth sweeping other repos that gained a reusable-workflow caller after adopting a lockfile.🤖 Generated with Claude Code
