chore: update oakapp runtime dependencies

Summary

• update the oakapp base image to luxonis/oakapp-base:1.3.0
• adopt the new base entrypoint and lossy WebRTC data-channel configuration
• update DepthAI to 3.8.0 and depthai-nodes to 0.6.0
• migrate snap creation to the FileGroup-based SnapData API

Validation

• installed updated requirements locally and in luxonis/oakapp-base:1.3.0
• verified the depthai-nodes SnapData/FileGroup API
• compiled main.py and utils/snaps_producer.py
• parsed and asserted the oakapp configuration
• ran the base image entrypoint smoke test

Follow-up

• hardware validation remains: pipeline startup, live topics, and snap upload on an OAK device.
