Summary

Let panics raised inside JawsGetTag propagate unchanged, including runtime comparability panics.
Keep the existing fallback recovery for comparability panics from tag expansion.
Add a regression test and correct the stale recovery test comment.

Verification

The new regression test failed before the fix and passes afterward.
go test ./... -count=1
go test -race ./lib/tag -count=1
Focused tag expansion benchmarks showed no allocation changes.

Fixes #437
