Add a Release-triggered workflow with a shared verification job and separate npm OIDC / Mooncakes publishing jobs. Manual workflow runs verify and pack only.
Fix the Mooncakes README path and module metadata. No additional publishing scripts or release documentation.
Validated locally: JS/native checks; 83 JS tests, 24 native tests, 13 offline CLI cases; actionlint; packaged CLI installation smoke test.
