Adds Dependabot config and a workflow that auto-merges patch/minor (and github-actions) updates. This repo requires verified signatures on master, so I can't merge this via API -- please click Squash and merge on GitHub.com (web-UI merges are auto-signed by GitHub and will satisfy the rule).
