Paper pages: the preview opens the paper only when its link is available - #2770

The preview opens the public preprint for every reader. A paper without a preprint opens its PDF only for signed-in attendees, like the Paper PDF link. The preview moves on hover only when it is a link. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
