Root cause of estate-wide audit 'Set up job' failures since the Hexadeca->
UnifiedApiAdapter rename: runners honor actions.lock ('Using locked action
versions from the workflow's lockfile') and the pin still pointed at a
pre-expand SHA where actions/zig-unified-api-adapter-check does not exist.
Reference fix (verified green, all 30 gates): hyperpolymath/cicd-suite@4f9a7a4.
