Executes capstone (Job 15) required items 1-3 plus the offer-scope statement and two accuracy fixes: - Replace the false upstream-filings sentence in README (and its twin in PLAN's status note) with the accurate story: RATIS-2640 filed by the owner 2026-08-04 from the preceding evaluation work, fix apache/ratis#1543 merged same day; BACKLOG 7-10 findings not yet filed. - Add canonical Apache-2.0 LICENSE (sha256-verified) and NOTICE (attribution, sofa-jraft-jepsen shape-only credit, dependency licenses verified). Close BACKLOG 15. - Add 'Provenance, and what is on offer' README section after Status: one human owner directing AI agent sessions, the job/review process, what was independently reviewed, and a drafted owner-confirmable offer-scope statement. - Quickstart now names RJ_EXTRA_CA_BUNDLE for TLS-inspected networks; stale ~2-minute lazyfs cost claim replaced with verified facts.
