What changed in this PR
Hardens release verification to prevent duplicate same-version releases and stop workflow execution when GitHub API calls fail.
Changes:
- Serializes same-version runs without canceling an active release.
- Rejects existing tags or releases, including drafts, with write access for draft visibility.

Hardens the release workflow so concurrent or repeated dispatches for the same version are serialized and rejected when a tag or draft release already exists, and so GitHub API failures abort the run instead of being silently ignored.
