Summary

This PR adds leading-order eccentric chirp-time support for TaylorF2Ecc and feature to compute time-frequency track for TaylorF2Ecc.

The main changes are:

  • Adds eccentric_newtonian_time in pycbc.pnutils, based on Eq. (119) of Morras et al. arXiv:2502.03929.
  • Adds eccentric_chirp_time and eccentric_spa_length_in_time in spa_tmplt.py.
  • Adds TaylorF2Ecc in waveform.py for waveform duration/filter length handling.
  • Extends get_inspiral_tf to accept an eccentricity argument and support TaylorF2Ecc.

These functionalities are added for searches with TaylorF2Ecc. This changes will not affect existing offline search, live search, inference and PyGRB.
