fix: return bytes when decoding calldata bytes

Summary

• return bytes for decoded TYPE_BYTES calldata values
• add regression coverage for the decoded type and to_str() handling

This still looks relevant: #108 is open, and TYPE_BYTES decoding still returns a memoryview on the active branches I checked. The PR is mergeable against v0.18 and includes regression coverage. Maintainer edits are enabled now in case you prefer retargeting or adjusting the branch.
