Split usegalaxy.org Machine Learning tools into focused sections

Summary

• Replace the single usegalaxy.org Machine Learning install section with Classical ML and AutoML, Deep Learning, and Multi-omics ML sections.
• Merge the existing Ludwig applications into the new Deep Learning section.
• Preserve the existing installed tool inventory and revision history across the split.

• This PR introduces the install-list sections; the playbook PR adds the matching Main panel header and panel-view placement. These should be merged together.

Validation

• Confirmed old Machine Learning + Ludwig inventory equals the new split inventory: 51 tools, same revisions.
