Summary

With a custom CODEX_HOME, Codex configuration detection must be independent of skill placement. Detect Codex at CODEX_HOME when set, falling back to $HOME/.codex, while continuing to install skills into $HOME/.agents/skills.

Missing, non-directory, and symlinked configuration directories remain skipped. Tests cover custom .codex and arbitrary directory names without a default configuration directory, plus invalid custom homes. No new CLI flags.

This supplies the installer change needed by first-tree-ai/opentag#624. Release this change before updating OpenTag's dependency and merging that PR.

Testing

  • pnpm check
  • pnpm typecheck
  • pnpm test — 201 tests pass
  • pnpm check:package
  • OpenTag's 47 focused Context Tree tests pass against this built CLI using a temporary local package-resolution override.

## Summary

Custom `CODEX_HOME` previously redirected Context Tree installation
beside the custom configuration directory, outside the account skill
directory Codex scans. Pass account `HOME` and resolved `CODEX_HOME`
independently, remove the basename restriction, and retain unavailable
reporting for skipped installations.

Bump the CLI and client Context Tree dependencies to the published
`0.1.14`, which includes
first-tree-ai/context-tree#20. Update the
lockfile, portable-runtime dependency assertions, design documentation,
and regression tests for both `.codex` and arbitrary custom names.

## Testing

- Passed: `pnpm install`, `pnpm check`, `pnpm build`, `pnpm typecheck`.
- Passed: all 47 focused Context Tree tests against the installed npm
`0.1.14` package, with no local package override.
- Passed: all 19 portable-runtime dependency tests.
- Previously passed on the implementation commit: `pnpm --filter
@opentag/server test:integration` — 334 tests.
- `pnpm test`: Context Tree tests pass, but the client suite fails on
the unchanged Codex probe fixture (`login-started` missing) and Claude
probe timeout cases (1,268 client tests pass; 2 fail). Turbo stops on
that failure, so this is not a full green repository run.
- Previous agent runtime coverage attempts hit those same two probe
cases. Those failures remain unresolved; this PR does not change either
provider probe.

## Breaking changes

Custom Codex homes no longer return `CODEX_HOME_UNSUPPORTED`. Skills
install under account `$HOME/.agents/skills`, independently of the
configuration directory.
