Vendor the CES engine snapshot (vendor/ces) so the build is self-contained, build only ceslib from it in CI (ces tools stay opt-in for the local loop), and add a 3-platform GitHub Actions matrix: full configure, build, ctest.

Adds a GitHub Actions matrix that proves cwb portable: full configure, build, and test on Linux, macOS, and Windows (MinGW/MSYS2).
The CES engine is vendored as a snapshot (
vendor/ces) so the build is fully self-contained; CI builds onlyceslibfrom it (EXCLUDE_FROM_ALL), while the local demo loop keeps the ces server + cesh viaCWB_BUILD_CES_TOOLS(default ON). A live checkout can still override withCES_SRC/FETCHCONTENT_SOURCE_DIR_CES.Portability fixes discovered by the matrix land on this branch until all three jobs are green.
